The optimization of images for the web helps to achieve a proper balance of picture quality and file size.
How does screen resolution affect a website?
If you design a website to look good on a small screen with a small resolution, it will look too small to users with big monitors with hig resolution. On the other hand, if you design your site for larger resolutions, it will look even worse to those users who are still stuck using their tiny monitors.
What does it mean to be Section 508 compliant?
Section 508, requires that when Federal Agenciesdevelop, procure, maintain or use electronic and information technology, information and data should be accessible to people with disabilities. This means a federal site has to be usable for those who are visually impaired by using vocal captions.
